How do you measure knowledge transfer?  Customers – have you ever received a report or completed checklist that demonstrated the Implementation Partner conducted knowledge transfer? Another indicator I have found important is the willingness of the consultant to provide adequate documentation of requirements design and training.  Adequate documentation includes the decisions made and why they were made so that when you look back several months after go-live, when the consultants are probably gone, you know why things were done the way they were.  The ability of the client to adequately support and find the knowledge from the implementation is important.
